On July 6, following Super Typhoon Bavi's closest approach to Guam, telecommunications providers, including Docomo Pacific, began assessing the island's network infrastructure as customers experienced slow or no service. Earlier on July 6, Docomo Pacific activated Starlink Mobile satellite-to-mobile connectivity for emergency SMS messaging in Guam and the Northern Mariana Islands ahead of the typhoon's expected impact, ensuring compatible customer devices would automatically connect if terrestrial mobile networks failed. This activation followed Docomo Pacific's announcement on July 5 that it was adding Starlink as an emergency connectivity backup for Guam and the Marianas, enabling SMS texts if traditional mobile networks became unavailable. Previously, on April 30, a Guam Department of Labor initiative highlighted the career of Jose Leon Guerrero, a senior radio access network engineer at Docomo Pacific, who started as a telecommunications technician apprentice in 2012, showcasing the impact of apprenticeship programs on building local workforces in critical industries.
